The Swiss Cheese Model
The safe systems approach can be achieved only with community involvement and commitment to ending crashes in Sedalia. It requires shifting how we think about transportation safety and how we prioritize our transportation investments.
It starts with the appointment of a task force to help policy makers and transportation planners engage Sedalians and create a comprehensive safety action plan (referred to as “Action Plan”).
This Action Plan is developed with an inclusive public engagement process to identify most significant roadway safety concerns in Sedalia and the implementation of projects and strategies to address roadway safety issues.
The safe system approach is based on Reason’s (1990) “swiss cheese” model of human error and crashes.
This model considers the interaction between underlying conditions and their contribution to crashes. Each “slice” has defenses against error, creating redundancies in the transportation system and creating a safer system. Rarely do the holes in the slices line up causing a crash. This model promotes a shift from the role of the individual road user to the system wide failures involved in accident causation.
